NWOIC evolved from the LIFE (Lourdes Initiative for Exoneration) Project which began in 2023. Since then, with little publicity, LIFE received about 33 requests for assistance from inmates convicted out of Lucas County. Some of those cases are being used to train the current group of interns, however, there simply are not enough trained investigators ready to take on more cases.

As the program develops, especially with the online training, it is quite possible that an advocate for the person wrongfully convicted could undertake the legwork of the investigation.
